    The Committee on Standards in Public Life gathered evidence for its review of party funding between July 2010 and September 2011.

    The Committee held an exploratory public hearing in July 2010. On the basis of what was said then, as well as drawing on previous work by Sir Hayden Phillips and others, the Committee announced that the inquiry would likely cover a number of areas, including;

    Donations to political parties and their regulation, including the desirability of imposing caps on individual donations.
    Affiliation fees paid by trade unions
    Expenditure by political parties and its regulation
    Donations made to third parties and expenditure made by them in support of particular political activities.
    The extent and desirability of state support for political parties.
    The funding of referendums

    In the autumn the Committe publishe an Issues and Questions paper. Between September and October 2010 the Comittee invited submissions on these or any other issue relating to the funding of political parties. Wherever possible views expressed were asked to be supported by appropriate evidence.

    It is important for the evidence considered by the Committee to be open and transparent. All submissions have been published along with the identity of the person or organisation making the submission, unless the Committee is satisfied both that there is compelling reason for an exemption to be granted and that the integrity of the process will not be undermined.
